The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:14 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Adler, Al Zaibak, Boehm, Boniface, Coyle, Gerba, Harder, P.C., Hébert, Kutcher, MacDonald, Wilson and Woo (12).

Other senators present: The Honourable Senators Deacon (Ontario) and Patterson (2).

Participating in the meeting: Brian Hermon and Marie Dumont, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, September 25, 2025, the committee continued its study on foreign relations and international trade generally. (Topic: Situation in Ukraine)

Alexandre Lévêque, Assistant Deputy Minister, Europe, Middle East and Arctic Branch;

Martin Larose, Director General, International Security Policy and Strategic Affairs Bureau.

As an individual:

His Excellency Andrii Plakhotniuk, Ambassador, Embassy of Ukraine to Canada.

His Excellency Andrii Plakhotniuk made a statement and answered questions.

At 5:14 p.m., the committee suspended.

At 5:21 p.m., the committee resumed.

Alexandre Lévêque made a statement and, together with Martin Larose, answered questions.

At 6:14 p.m., the committee adjourned to the call of the chair.
