The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:14 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Adler, Al Zaibak, Boehm, Coyle, Deacon (Ontario), Gerba, Harder, P.C., Hébert, MacDonald, Ravalia, Wilson and Woo (12).

Other senators present: The Honourable Senator Dasko (1).

Participating in the meeting: Brian Hermon and Valérie Chevrier-Marineau, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 26, 2026, the committee continued its examination of Bill S-214, An Act to amend the Special Economic Measures Act (disposal of foreign state assets).

WITNESSES:

Danylo Korbabicz, Chief Executive Officer and Executive Director;

Orest Zakydalsky, Senior Policy Advisor.

Royal Canadian Mounted Police:

Guy Paul Larocque, Inspector, Financial Crime.

Global Affairs Canada:

Robert Brookfield, Director General, Sanctions Bureau;

Halleh Koleyni, Acting Executive Director, Sanctions Policy Division.

Department of Finance Canada:

Safeena Alarakhia, Director, Financial Crimes Governance;

Matthew Shannon, Senior Economist.

As an individual:

Fen Hampson, Chancellor's Professor, Carleton University, and President, World Refugee and Migration Council.

Fen Hampson and Danylo Korbabicz each made a statement and, together with Orest Zakydalsky, answered questions.

At 5:14 p.m., the committee suspended.

At 5:21 p.m., the committee resumed.

Guy Paul Larocque and Robert Brookfield each made a statement and, together with Safeena Alarakhia, answered questions.

At 6:08 p.m., the committee adjourned to the call of the chair.
