The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Adler, Boehm, Coyle, Deacon (Ontario), Harder, P.C., Hébert, MacDonald, Ravalia and Wilson (9).

Participating in the meeting: Brian Hermon, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, September 25, 2025, the committee continued its study of foreign relations and international trade generally. (Topic: Situation in Sudan)

WITNESSES:

Global Affairs Canada:

Nicolas Simard, Head of Mission for Sudan and Ambassador of Canada to Ethiopia and Djibouti (by videoconference);

Ryan Clark, Director General, Central, Southern and Eastern Africa Bureau;

Tara Carney, Director, International Humanitarian Assistance Division.

Project Ploughshares:

Kelsey Gallagher, Senior Researcher (by videoconference).

World Food Programme:

Matthew Hollingworth, Assistant Executive Director, Department of Programme Operations (by videoconference).

World Vision Canada:

Martin Fischer, Head of Policy and Government Relations;

Helen Barclay-Hollands, Head of Fragile and Humanitarian Affairs.

Nicolas Simard and Ryan Clark each made a statement and, together with Tara Carney, answered questions.

At 11:24 a.m., the committee suspended.

At 11:30 a.m., the committee resumed.

Kelsey Gallagher, Matthew Hollingworth and Martin Fischer each made a statement and, together with Helen Barclay-Hollands, answered questions.

At 12:28 p.m., the committee adjourned to the call of the chair.
