The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Adler, Ataullahjan, Boehm, Coyle, Gerba, Harder, P.C., Hébert, MacDonald, Ravalia and Woo (10).

Other senators present: The Honourable Senator White (1).

Participating in the meeting: Brian Hermon and Valérie Chevrier-Marineau, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, September 25, 2025, the committee continued its study of foreign relations and international trade generally. (Topic: Situation in Cuba)

Global Affairs Canada:

Mark Richardson, Director General, Central America and Caribbean Bureau;

Carolyn Knobel, Executive Director, Central America, Cuba and Dominican Republic Integrated Division;

Brigitte Duchesne, Director, Travel Advice, Outreach and Engagement Division;

Tara Carney, Director, International Humanitarian Assistance Division.

Mark Richardson made a statement and, together with Carolyn Knobel, Brigitte Duchesne and Tara Carney, answered questions.

At 11:32 a.m., the committee suspended.

At 11:35 a.m., the committee resumed.
