The Standing Senate Committee on Agriculture and Forestry met this day at 7:08 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Mary Robinson, presiding.
Members of the committee present: The Honourable Senators Black, Burey, McNair, Muggli, Robinson and Sorensen (6).
Participating in the meeting: Joanne Markle LaMontagne, Analyst, Library of Parliament; Monica Granados, Communications Officer, Communications, Broadcasting and Publications Directorate.
Pursuant to the order of reference adopted by the Senate on Thursday, November 20, 2025, the committee continued its consideration of Bill S-230, An Act respecting the development of a national strategy for soil health protection, conservation and enhancement.
At 7:13 p.m., the committee suspended.
At 7:14 p.m., the committee resumed.
The committee resumed clause-by-clause consideration of Bill S-230.
The chair asked whether clause 3, as amended, shall carry.
The Honourable Senator McNair moved that Bill S-230 be amended in clause 3, on page 3, by replacing lines 16 to 18 with the following:
“(a) stakeholders;
(b) Indigenous and non-Indigenous representatives of agricultural industry and organizations; and
(c) any interested persons.”.
After debate, the question being put on the motion in amendment, it was adopted.
It was agreed that clause 3, as amended, carry.
The chair asked whether clause 4 shall carry.
It was agreed that clause 4 carry.
The chair asked whether clause 5 shall carry.
It was agreed that clause 5 carry.
The chair asked whether clause 6 shall carry.
It was agreed that clause 6 carry.
It was agreed that clause 1, which contains the short title, carry.
It was agreed that the preamble carry.
It was agreed that the title carry.
It was agreed that the bill, as amended, carry.
It was agreed that the Law Clerk and Parliamentary Counsel be authorized to make necessary technical, grammatical or other required non-substantive changes resulting from the amendments adopted by the committee, in both official languages, including updating cross-references and renumbering of provisions.
It was agreed that the chair report Bill S-230, with amendments, to the Senate, in both official languages.
At 7:19 p.m., the committee suspended.
At 7:24 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).
Pursuant to the order of reference adopted by the Senate on Wednesday, October 22, 2025, the committee continued its study on the role of the agriculture and agri-food sector with regard to food security in Canada.
It was agreed that the committee allow the audio recording and/or transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or staff, and that the audio recording and/or transcript be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
At 8:16 p.m., the committee adjourned to the call of the chair.
