The Standing Senate Committee on Banking, Commerce and the Economy met this day at 10:30 a.m., in room W110, 1 Wellington St.

Members of the committee present: The Honourable Senators Dalphond, Deacon (Nova Scotia), Fridhandler, Henkel, Loffreda, Marshall, McBean, Ringuette, Varone, Wallin and Yussuff (11).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: Adriane Yong and Brett Howard, Analysts, Library of Parliament.

The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.

The Honourable Senator Loffreda moved that the Honourable Senator Ringuette be the acting chair.

The question being put on the motion, it was adopted.

The acting chair took the chair.

Pursuant to the order of reference adopted by the Senate on Thursday, November 27, 2025, the committee began its consideration of Bill S-3, An Act to amend the Weights and Measures Act, the Electricity and Gas Inspection Act, the Weights and Measures Regulations and the Electricity and Gas Inspection Regulations.

WITNESSES:

The Honourable Senator Toni Varone, sponsor of the bill.

Innovation, Science and Economic Development Canada:

Etienne-René Massie, Assistant Deputy Minister, Small Business and Tourism Marketplace Services;

Anne-Marie Monteith, President, Measurement Canada;

Nathalie Campeau, Vice President, Weights and Measures, Measurement Canada;

Gayatri Shankarraman, Vice President, Legislative Policy and Regulatory Affairs, Measurement Canada.

Electricity Canada:

Francis Bradley, President and Chief Executive Officer;

Cameron Chan, Supervising Engineer, ENMAX Power Corporation.

Canadian Gas Association:

David McConkey, Senior Director, Operations, Safety & Security.

The Honourable Senator Varone made a statement.

Etienne-René Massie made a statement and, together with Anne-Marie Monteith, Nathalie Campeau and Gayatri Shankarraman, answered questions.

At 11:29 a.m., the committee suspended.

At 11:34 a.m., the committee resumed.

Francis Bradley and David McConkey each made a statement and, together with Cameron Chan, answered questions.

At 12:29 p.m., the committee adjourned to the call of the chair.
