The Standing Senate Committee on Banking, Commerce and the Economy met this day at 10:30 a.m., in room W110, 1 Wellington St., the chair, the Honourable Clément Gignac, presiding.
Members of the committee present: The Honourable Senators Dalphond, Deacon (Nova Scotia), Fridhandler, Gignac, Loffreda, Marshall, Martin, McBean, Ringuette, Varone, Wallin and Yussuff (12).
Other senators present: The Honourable Senator Pupatello (1).
Participating in the meeting: Adriane Yong and Brett Howard, Analysts, Library of Parliament; Julie Wellington, Law Clerk and Parliamentary Counsel.
Pursuant to the order of reference adopted by the Senate on Thursday, November 27, 2025, the committee continued its consideration of Bill S-3, An Act to amend the Weights and Measures Act, the Electricity and Gas Inspection Act, the Weights and Measures Regulations and the Electricity and Gas Inspection Regulations.
At 10:31 a.m., the committee suspended.
At 10:31 a.m., the committee resumed in camera.
Pursuant to the order of reference adopted by the Senate on Thursday, November 20, 2025, the committee continued its study on access to credit and capital markets for small- and medium-sized enterprises as the basis for growth and improved productivity in the Canadian economy.
Pursuant to rule 12-16(1)(d), the committee discussed a draft agenda (future business).
At 10:52 a.m., the committee suspended.
At 10:54 a.m., the committee resumed in public.
Pursuant to the order of reference adopted by the Senate on Thursday, November 27, 2025, the committee continued its consideration of Bill S-3, An Act to amend the Weights and Measures Act, the Electricity and Gas Inspection Act, the Weights and Measures Regulations and the Electricity and Gas Inspection Regulations.
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-3.
It was agreed that the title stand postponed.
With leave and pursuant to rule 12-20(4), it was agreed that the committee group clauses according to the parts of the bill as described in the Table of Contents of Bill S-3.
It was agreed that part 1, related to the Weights and Measures Act, which contains clauses 1 to 27, carry.
It was agreed that part 2, related to the Electricity and Gas Inspection Act, which contains clauses 28 to 48, carry.
It was agreed that part 3, related to the Weights and Measures Regulations, which contains clauses 49 and 50, carry.
It was agreed that part 4, related to the Electricity and Gas Inspection Regulations, which contains clauses 51 and 52, carry.
It was agreed that part 5, related to Transitional Provisions, which contains clauses 53 to 58, carry.
It was agreed that part 6, related to the coming into force, contained in clause 59, carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that the chair report Bill S-3, in both official languages, without amendment, to the Senate.
