The Standing Senate Committee on Banking, Commerce and the Economy met this day at 4:15 p.m., in room W110, 1 Wellington St., the chair, the Honourable Clément Gignac, presiding.
Members of the committee present: The Honourable Senators Deacon (Nova Scotia), Fridhandler, Gignac, Henkel, Loffreda, Martin, McNair, Ringuette, Varone, Wallin and Yussuff (11).
Other senators present: The Honourable Senator LaBoucane-Benson (1).
Participating in the meeting: Adriane Yong and Brett Howard, Analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, June 16, 2026, the committee began its consideration of Bill C-20, An Act respecting the establishment of Build Canada Homes.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-20.
It was agreed that the title stand postponed.
With leave and pursuant to rule 12-20(4), it was agreed that the committee group clauses according to the 14 parts of the bill as described in the Table of Provisions of Bill C-20.
It was agreed that part 1, related to the Short Title, which contains clause 1, carry.
It was agreed that part 2, related to Definitions, which contains clause 2, carry.
It was agreed that part 3, related to Designation of Minister, which contains clause 3, carry.
It was agreed that part 4, related to Purpose, which contains clause 4, carry.
It was agreed that part 5, related to the Establishment of Build Canada Homes, which contains clauses 5 and 6, carry.
It was agreed that part 6, related to the Board of Directors and Chief Executive Officer, which contains clauses 7 to 19, carry.
It was agreed that part 7, related to Powers, which contains clauses 20 to 26, carry.
It was agreed that part 8, related to Financial Provisions, which contains clauses 27 to 30, carry.
It was agreed that part 9, related to Miscellaneous, which contains clauses 31 to 34, carry.
It was agreed that part 10, related to Transfers and Reorganization, which contains clauses 35 to 43, carry.
It was agreed that part 11, related to Transitional Provisions, which contains clauses 44 to 48, carry.
It was agreed that part 12, related to Consequential Amendment to the Financial Administration Act, which contains clause 49, carry.
It was agreed that part 13, related to Coordinating Amendments, which contain clause 50, carry.
It was agreed that part 14, related to Coming into Force, which contains clause 51, carry.
It was agreed that the title carry.
It was agreed that the bill carry, on division.
It was agreed that observations be appended to the committee’s report.
It was agreed that the chair report Bill C-20, without amendment and with observations, in both official languages, to the Senate.
At 4:23 p.m., the committee suspended.
At 4:25 p.m., the committee resumed in camera.
Pursuant to the order of reference adopted by the Senate on Thursday, November 20, 2025, the committee continued its study on access to credit and capital markets for small- and medium-sized enterprises as the basis for growth and improved productivity in the Canadian economy.
Pursuant to rule 12-16(1)(d), the committee discussed a draft report.
It was agreed that the committee allow the audio recording and/or the transcription of the today’s in camera meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or their staff, and that the audio recording and/or the transcription be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
At 4:55 p.m., the committee adjourned to the call of the chair.
