The Standing Committee on Internal Economy, Budgets and Administration met this day at 9:02 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Lucie Moncion, presiding.
Members of the committee present: The Honourable Senators Audette, Boehm, Boyer, Dalphond, Forest, Gold, P.C., Housakos, Loffreda, MacAdam, MacDonald, Moncion, Moodie, Osler, Quinn, Saint-Germain, Seidman, and Tannas (17).
Other senators present: The Honourable Senators Cardozo, McPhedran, Mohamed, Oudar, and Wells (Alberta) (5).

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate’s internal administration.
The chair made a statement.
The senators introduced themselves.
The chair made a statement regarding the report by the First Report by the Committee of Selection, presented yesterday in the Senate.
It was agreed that if the first report of the Selection Committee is adopted later this day by the Senate, the chair would seek the consent of the Senate to authorize CIBA to hold an organization meeting later today, even if the Senate is then sitting.
CIBA/2025-06-19/008(P) – Election of a Deputy Chair
The chair made a statement.
The Honourable Senator Osler moved that the Honourable Senator Quinn be appointed a deputy chair of the committee.

CIBA/2025-06-19/009(P) – Consent Agenda
The chair made a statement regarding the consent agenda.
The Honourable Senator Boyer moved that the consent agenda, which is comprised of the following item, be adopted:

CIBA/2025-06-19/010(P) – Appeal of Decision from the Subcommittee on Agenda and Procedure: Senator McPhedran – Staff Related Travel
The Honourable Senator Tannas moved that this item be considered during the in camera portion of the meeting.

CIBA/2025-06-19/011(P) – Annual Presentation from the Translation Bureau Services
Maxime Fortin made a statement.
Jean-François Lymburner made a statement and, together with Lucie Levesque, answered questions on the services provided to the Senate by the Translation Bureau.
CIBA/2025-06-19/012(P) – Amendments to the Senator’s Office Management Policy (SOMP) – Provisions related to the Workplace Accommodation Process for Senators and Senators’ Staff Members
The chair made a statement.
It was agreed that this item be considered during the in camera portion of the meeting.
CIBA/2025-06-19/013(P) – Memorandum of Understanding with the House of Commons on Language Training
Annie Carpentier made a statement and, together with Toni Francis, answered questions regarding a Memorandum of Understanding with the House of Commons on language training.
After debate, the Honourable Senator Dalphond moved that CIBA approve the renewal of a Memorandum of Understanding, valued at $420,000, with the House of Commons for delivery of language services for a five-year period.

The chair made a statement regarding items sent via email to members for information purposes.
The Honourable Senator Cardozo and Mike Steinhauer answered questions regarding the Eighth Report of the Artwork and Heritage Advisory Working Group.
At 9:43 a.m., the committee suspended.
At 9:46 a.m., the committee resumed in camera, pursuant to rule 12-16(1)(d) of the Rules of the Senate.
