The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Joan Kingston, presiding.

Members of the committee present: The Honourable Senators Arnot, Fridhandler, Galvez, Kingston, McCallum, Miville-Dechêne, Wells (Newfoundland and Labrador) and Youance (8).

Participating in the meeting: Jesse Good and Avalon Jennings, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 8, 2025, the committee began its study of Newfoundland and Labrador’s offshore petroleum industry.

WITNESSES:

Natural Resources Canada:

Jean-Philippe Prost, Director General, Analysis and Operations Branch;

Cheryl McNeil, Acting Director, Offshore Management Division, Analysis and Operations Branch.

Fisheries and Oceans Canada:

Ray Walsh, Regional Director, Fisheries Management, Newfoundland and Labrador Region;

Jackie Janes, Regional Director, Aquatic Ecosystems, Newfoundland and Labrador Region.

Jean-Philippe Prost made a statement and, together with Cheryl McNeil, Ray Walsh, and Jackie Janes, answered questions.

At 9:04 a.m., the committee suspended.

At 9:11 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

It was agreed that the committee allow the audio recording of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or their staff, and that the audio recording be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 10:02 a.m., the committee adjourned to the call of the chair.
