The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 6:30 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Joan Kingston, presiding.
Members of the committee present: The Honourable Senators Arnot, Aucoin, Fridhandler, Galvez, Kingston, Lewis, McCallum, Miville-Dechêne, Wells (Newfoundland and Labrador) and Youance (10).
Participating in the meeting: Jesse Good and Avalon Jennings, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Wednesday, October 8, 2025, the committee continued its study of Newfoundland and Labrador’s offshore petroleum industry.

Jill Mackey, Chief Safety Officer (by videoconference).
Transport Canada:

François Marier, Director, International Marine Policy.
Environment and Climate Change Canada:
Clare Demerse, Director, Oil, Gas and Alternative Energy, Environmental Protection Branch.
Impact Assessment Agency of Canada:
Brent Parker, Director General, Review Panels and Regional / Strategic Assessment;
Anjala Puvananathan, Director General, Projects (East) (by videoconference).
Scott Tessier and Jill Mackey made a statement and, together with Sean Rogers, answered questions.
At 7:27 p.m., the committee suspended.
At 7:34 p.m., the committee resumed.
Brent Parker made a statement and, together with Anjala Puvananathan and Clare Demerse, answered questions.
At 8:18 p.m., the committee adjourned to the call of the chair.
