The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Joan Kingston, presiding.

Members of the committee present: The Honourable Senators Coyle, Fridhandler, Galvez, Ince, Kingston, Lewis, Verner, P.C., Wilson and Youance (9).

Participating in the meeting: Emilie Doyon and Dana Fan, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 11, 2026, the committee continued its consideration of Bill S-4, An Act to amend the Energy Efficiency Act.

WITNESSES:

Assembly of First Nations:

Andrea Paul, Chief, Nova Scotia Regional Chief and Environment Portfolio;

Graeme Reed, Strategic Advisor, Environment, Water and Justice Branch (by videoconference);

Curtis Scurr, Director, Environment Sector.

First Nations Housing Professionals Association:

Tabitha Eneas, Chair (by videoconference).

Andrea Paul made a statement and, together with Graeme Reed and Curtis Scurr, answered questions.

At 8:54 a.m., the committee suspended.

At 9 a.m., the committee resumed.

At 9:31 a.m., the committee adjourned to the call of the chair.
