The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room B30, Senate of Canada Building, the chair, the Honourable David M. Arnot, presiding.

Members of the committee present: The Honourable Senators Arnot, Batters, Boyer, Clement, Housakos, Miville-Dechêne, Oudar, Pate, Prosper, Saint-Germain, Simons, Tannas and Wells (Alberta) (13).

Participating in the meeting: Michaela Keenan-Pelletier and Dana Phillips, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, June 16, 2025, the committee began its consideration of Bill S-228, An Act to amend the Criminal Code (sterilization procedures).

WITNESSES:

The Honourable Senator Yvonne Boyer, sponsor of the bill.

Department of Justice Canada:

Nathalie Levman, Senior Counsel, Criminal Law Policy Section;

Morna Boyle, Counsel, Criminal Law Policy Section.

The Honourable Senator Boyer made a statement and answered questions.

At 5:16 p.m., the committee suspended.

At 5:22 p.m., the committee resumed.

Morna Boyle made a statement and, together with Nathalie Levman, answered questions.

At 6:05 p.m., the committee adjourned to the call of the chair.
