The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:16 p.m., in room B30, Senate of Canada Building, the deputy chair, the Honourable Denise Batters, presiding.

Members of the committee present: The Honourable Senators Batters, Clement, Dalphond, Dhillon, Miville-Dechêne, Oudar, Pate, Simons, Tannas and Wells (Alberta) (10).

Participating in the meeting: Michaela Keenan-Pelletier, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2026, the committee continued its consideration of Bill C-14, An Act to amend the Criminal Code, the Youth Criminal Justice Act and the National Defence Act (bail and sentencing).

WITNESSES:

Marnie Wallace, Assistant Director, Canadian Centre for Justice and Community Safety Statistics.

Macdonald-Laurier Institute:

Peter Copeland, Deputy Director, Domestic Policy (by videoconference).

International Centre for Criminal Law Reform:

Peter German, President and Executive Director.

As an individual:

Mary Campbell, Retired Director General, Corrections and Criminal Justice, Department of Public Safety.

Lucie Léonard made a statement and, together with Marnie Wallace, answered questions.

At 5:22 p.m., the committee suspended.

At 5:25 p.m., the committee resumed.

Mary Campbell, Peter Copeland and Peter German each made a statement and answered questions.

At 6:22 p.m., the committee adjourned to the call of the chair.
