The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:31 a.m., in room B30, Senate of Canada Building, the deputy chair, the Honourable Denise Batters, presiding.

Members of the committee present: The Honourable Senators Batters, Clement, Dalphond, Dalphond, Dhillon, Miville-Dechêne, Oudar, Pate, Simons, Tannas and Wells (Alberta) (11).

Participating in the meeting: Michaela Keenan-Pelletier, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2026, the committee continued its consideration of Bill C-14, An Act to amend the Criminal Code, the Youth Criminal Justice Act and the National Defence Act (bail and sentencing).

Brian Sauvé, President and Chief Executive Officer.

Nunavut Legal Aid:

Patrick Smith, Senior Criminal Lead, Legal Services Board of Nunavut;

Angnakuluk Friesen, Criminal Defence Lawyer.

Government of British Columbia:

The Honourable Niki Sharma, K.C., MLA, Attorney General of British Columbia and Deputy Premier of British Columbia (by videoconference).

Government of Manitoba:

The Honourable Matt Wiebe, MLA, Minister of Justice and Attorney General of Manitoba (by videoconference).

BC Crown Counsel Association:

Adam Dalrymple, President, Canadian Association of Crown Counsel (by videoconference).

Brian Sauvé, Clayton Campbell, Patrick Smith and Angnakuluk Friesen each made a statement and answered questions.

At 11:35 a.m., the committee suspended.

At 11:41 a.m., the committee resumed.

Niki Sharma, Matt Wiebe and Adam Dalrymple each made a statement and answered questions.

At 12:30 p.m., the committee adjourned to the call of the chair.
