The Standing Senate Committee on National Finance met this day at 6:49 p.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.
Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Hébert, Kingston, MacAdam, Miville-Dechêne and Ross (9).
Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, Analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, October 21, 2025, the committee began its examination of federal programs and initiatives to support the creation of housing.

Coleen Volk, President and Chief Executive Officer.
Housing, Infrastructure and Communities Canada:
Janet Goulding, Senior Assistant Deputy Minister, Housing and Homelessness Branch;
Ana Bailão, Chief Executive Officer, Build Canada Homes;
Jean Lamirande, Senior Vice-President, Policy and Operations, Build Canada Homes (by videoconference).
Coleen Volk and Ana Bailão each made a statement and, together with Janet Goulding, answered questions.
At 8:21 p.m., the committee adjourned to the call of the chair.
