The Standing Senate Committee on National Finance met this day at 6:46 p.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.
Members of the committee present: The Honourable Senators Boudreau, Cardozo, Carignan, P.C., Dalphond, Forest, Galvez, Gignac, Hébert, Marshall, Miville-Dechêne and Ross (11).
Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, Analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, October 21, 2025, the committee continued its examination of federal programs and initiatives to support the creation of housing.

Ray Sullivan, Executive Director.
Co-operative Housing Federation of Canada:
Tim Ross, Chief Executive Officer.
Habitat for Humanity Canada:
Pedro Barata, President and Chief Executive Officer;
Alana Lavoie, National Senior Director, Public Policy.
National Association of Friendship Centres:
Lois Duke, Senior Vice-President, Board of Directors;
Jocelyn W. Formsma, Chief Executive Officer;
Stacey Howse, Executive Director, First Light: St. John’s Friendship Centre.
Ray Sullivan and Tim Ross each made a statement and answered questions.
At 7:46 p.m., the committee suspended.
At 7:51 p.m., the committee resumed.
Pedro Barata and Lois Duke each made a statement and, together with Jocelyn Formsma, Alana Lavoie and Stacey Howse, answered questions.
At 8:46 p.m., the committee adjourned to the call of the chair.
