The Standing Senate Committee on National Finance met this day at 9:01 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Galvez, Gignac, Kingston, MacAdam, Marshall, Miville-Dechêne, Oudar and Ross (12).

Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 21, 2025, the committee continued its examination of federal programs and initiatives to support the creation of housing.

Kevin Lee, Chief Executive Officer.

Insurance Bureau of Canada:

Liam McGuinty, Vice-President, Federal Affairs;

Margot Whittington, Manager, Climate Policy.

As an individual:

Jeffrey Hudson Rankin, Professor and Research Chair, Civil Engineering, and Executive Director, Off-site Construction Research Centre, University of New Brunswick.

Kevin Lee, Jeffrey Hudson Rankin and Liam McGuinty each made a statement and, together with Margot Whittington, answered questions.

At 10:59 a.m., the committee adjourned to the call of the chair.
