The Standing Senate Committee on National Finance met this day at 9:01 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Gignac, Hébert, Kingston, MacAdam, Marshall, Oudar and Ross (11).

Other senators present: The Honourable Senator Deacon (Ontario) (1).

Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, September 23, 2025, the committee continued its study of matters relating to federal estimates generally and other financial matters.

WITNESSES:

Treasury Board of Canada Secretariat:

Annie Boudreau, Comptroller General of Canada;

Martin Krumins, Assistant Comptroller General, Financial Management Sector;

Blair Kennedy, Executive Director, Government Accounting, Policy and Reporting.

Department of Finance Canada:

Gina Clark, Director General, Fiscal Analysis and Forecasting;

Thomas Larouche, Director General, Budget and Government Operations.

Annie Boudreau and Thomas Larouche each made a statement and, together with Gina Clark, answered questions.

At 10:12 a.m., the committee suspended.

At 10:18 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 21, 2025, the committee continued its examination of federal programs and initiatives to support the creation of housing.

Heather Campbell, President.

Gabriel Miller and Heather Campbell each made a statement and answered questions.

At 11:04 a.m., the committee adjourned to the call of the chair.
