The Standing Senate Committee on National Finance met this day at 6:45 p.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Gignac, Hébert, Kingston, MacAdam, Marshall and Ross (10).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, November 20, 2025, the committee continued its examination of the Supplementary Estimates (B) for the fiscal year ending March 31, 2026.

Hugo Pagé, Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch;

Melanie Serjak, Assistant Commissioner, Assessment, Benefit, and Service Branch.

Health Canada:

Jocelyne Voisin, Senior Assistant Deputy Minister, Health Policy Branch;

Ryan Higgs, Acting Assistant Deputy Minister and Chief Financial Officer;

Kendal Weber, Assistant Deputy Minister, Controlled Substances and Cannabis Branch;

Lynne René de Cotret, Assistant Deputy Minister, Oral Health Branch.

Department of National Defence:

Jonathan Moor, Assistant Deputy Minister (Finance) and Chief Financial Officer;

Heather Sheehy, Assistant Deputy Minister (Materiel).

Indigenous Services Canada:

Richard Goodyear, Chief Financial Officer;

Candice St-Aubin, Senior Assistant Deputy Minister, Health and Social Services;

Karen Campbell, Director General, Children, Families and Learning;

Simon Joubarne, Director, Regional Development.

Huge Pagé and Ryan Higgs each made a statement and, together with Lynne René de Cotret, Melanie Serjak, Kendal Weber and Jocelyne Voisin, answered questions.

At 7:50 p.m., the committee suspended.

At 7:57 p.m., the committee resumed.

Jonathan Moor and Richard Goodyear each made a statement and, together with Heather Sheehy, Karen Campbell, Candice St-Aubin and Simone Joubarne, answered questions.

At 8:48 p.m., the committee adjourned to the call of the chair.
