The Standing Senate Committee on National Finance met this day at 9:01 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Deacon (Ontario), Galvez, Gignac, Hébert, MacAdam, Pate and Ross (10).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: André Léonard and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, March 9, 2026, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2027, with the exception of Library of Parliament Vote 1.

Veterans Affairs Canada:

Pierre Tessier, Assistant Deputy Minister, Chief Financial Officer and Corporate Services Branch;

Jonathan Adams, Director General, Finance (by videoconference);

Pamela Harrison, Acting Director General, Service Delivery and Program Management (by videoconference).

Public Safety Canada:

Karine Paré, Assistant Deputy Minister and Chief Financial Officer, Corporate Management Branch;

Craig Oldham, Director General, Crime Prevention Branch;

Maryse Plamondon, Acting Director of Programs;

Adrian Walraven, Director General, Indigenous Affairs;

Kenza El Bied, Director General, Policy and Outreach, Emergency Management Branch.

Royal Canadian Mounted Police:

Bryan Larkin, Senior Deputy Commissioner;

Samantha Hazen, Chief Financial Officer.

Correctional Service Canada:

Jay Pyke, Assistant Commissioner, Correctional Operations and Programs Sector;

Steven Fiore, Acting Assistant Commissioner, Corporate Services and Chief Financial Officer.

Pierre Tessier, Karine Paré, Bryan Larkin and Steven Fiore each made a statement and, together with Jay Pyke, Pamela Harrison, Samantha Hazen, Kenza El Bied, Adrian Walraven, Maryse Plamondon, Craig Oldham and Jonathan Adams, answered questions.

At 11:04 a.m., the committee adjourned to the call of the chair.
