The Standing Senate Committee on National Finance met this day at 9:01 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Dalphond, Gignac, Hébert, MacAdam, Oudar and Ross (7).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: André Léonard and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, March 9, 2026, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2027, with the exception of Library of Parliament Vote 1.

WITNESSES:

Department of Justice Canada:

Bill Kroll, Chief Financial Officer and Assistant Deputy Minister, Management Sector;

Owen Ripley, Senior Assistant Deputy Minister, Policy Sector.

Canadian Institutes of Health Research:

Dr. Paul Hébert, President.

Impact Assessment Agency of Canada:

Patricia Brady, Vice-President, Strategic Policy and Programs Sector;

Eric Landry, Vice-President, Operations Sector.

Canada Water Agency:

Carmelle Barnabe, Director General, Corporate Services, and Chief Financial Officer;

Gemma Boag, Director General, Freshwater Policy and Engagement Directorate;

Véronique Hiriart-Baer, Director General, Freshwater Management Directorate.

Bill Kroll and Dr. Paul Hébert each made a statement and, together with Owen Ripley, answered questions.

At 10:06 a.m., the committee suspended.

At 10:09 a.m., the committee resumed.

Patricia Brady and Carmelle Barnabe each made a statement and, together with Eric Landry, Gemma Boag and Véronique Hiriart-Baer, answered questions.

At 11 a.m., the committee adjourned to the call of the chair.
