The Standing Senate Committee on National Finance met this day at 9 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Forest, Galvez, Gignac, Hébert, MacAdam, Oudar, Robinson and Ross (10).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: Michaël Lambert-Racine, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 7, 2026, the committee began its examination of the subject matter of Bill C-30, An Act to implement certain provisions of the spring economic update tabled in Parliament on April 28, 2026.

Galen Countryman, Federal-Provincial Relations Division, Economic, Fiscal and Intergovernmental Policy Branch;

Gervais Coulombe, Director General (Legislation), Sales Tax Division;

Lauchlin MacEachern, Acting Director General, Legislation;

Nicolas Marion, Senior Director, Payments Policy, Financial Services Division;

Mark Maxson, Senior Director, Employment and Education Taxation;

Mark Walsh, Senior Director, Savings and Investment;

Shane Baddeley, Director, Economic Development, Business Income Tax Division;

Nina Gormanns, Director, Excise Policy.

Employment and Social Development Canada:

Mona Nandy, Director General, Employment Insurance Policy Directorate.

Transport Canada:

Jennifer Little, Director General, Air Policy.

Health Canada:

Matt Jones, Assistant Deputy Minister, Healthy Environments and Consumer Safety Branch.

Canadian Food Inspection Agency:

Debbie Beresford-Green, Vice-President, Food Safety and Science.

Gervais Coulombe made a statement and, together with Shane Baddeley, Mark Maxson, Mark Walsh, Nicolas Marion, Nina Gormanns, Lauchlin MacEachern and Galen Countryman, answered questions.

At 9:47 a.m., the committee suspended.

At 9:56 a.m., the committee resumed.

Mona Nandy, Jennifer Little, Matt Jones and Debbie Beresford-Green each made a statement and answered questions.

At 11:03 a.m., the committee adjourned to the call of the chair.
