THE STANDING SENATE COMMITTEE ON NATIONAL FINANCE

The Standing Senate Committee on National Finance met this day at 9 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Dalphond, Forest, Galvez, Gignac, Hébert, MacAdam, Oudar, Robinson and Ross (11).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: André Léonard and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the orders of reference adopted by the Senate on Monday, March 9, 2026 and Tuesday, June 2, 2026, respectively, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2027, with the exception of Library of Parliament Vote 1, and began its examination of the Supplementary Estimates (A) for the fiscal year ending March 31, 2027.

Lieutenant-General Stephen R. Kelsey, Vice Chief of the Defence Staff;

Peter Hammerschmidt, Assistant Deputy Minister (Infrastructure and Environment);

Heather Sheehy, Assistant Deputy Minister (Materiel).

Communications Security Establishment Canada:

Alia Tayyeb, Acting Chief;

Julie Chassé, Deputy Chief of Corporate Services and Chief Financial Officer.

Jonathan Moor and Alia Tayyeb each made a statement and, together with Heather Sheehy, Lieutenant-General Stephen R. Kelsey, Peter Hammerschmidt and Julie Chassé, answered questions.

At 10:03 a.m., the committee suspended.

At 10:08 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Monday, March 9, 2026, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2027, with the exception of Library of Parliament Vote 1.

Fisheries and Oceans Canada:

Jennifer Saxe, Assistant Deputy Minister, Aquatic Ecosystems;

Carl Boisvert, Director General, Financial Management.

Alain Lagacé and Adam Burns each made a statement and, together with Carl Boisvert, Liz Foster and Jennifer Saxe, answered questions.

At 10:48 a.m., the committee suspended.

At 10:50 a.m., the committee resumed in camera.

Pursuant to the order of reference adopted by the Senate on Thursday, May 7, 2026, the committee continued its examination of the subject matter of Bill C-30, An Act to implement certain provisions of the spring economic update tabled in Parliament on April 28, 2026.

Pursuant to rule 12-26(1)(d), the committee discussed a draft report.

It was agreed that the committee allow the audio recording and/or transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff, and that the audio recording and/or transcript be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed, on division, that the draft report, as amended, be adopted in both official languages, and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting’s discussions, and with any necessary editorial, grammatical and translation changes required.

It was agreed that the chair be authorized to table the report in the Senate, in both official languages, at the earliest opportunity.

At 11:06 a.m., the committee adjourned to the call of the chair.
