The Standing Senate Committee on Fisheries and Oceans met this day at 6:31 p.m., in room W110, 1 Wellington St.

Members of the committee present: The Honourable Senators Cuzner, Deacon (Nova Scotia), Gerba, Greenwood, Pate, Ravalia and Surette (7).

Participating in the meeting: Daniele Lafrance, Analyst, Library of Parliament.

The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.

The Honourable Senator Cuzner moved that the Honourable Senator Deacon be the acting chair.

The question being put on the motion, it was adopted.

The acting chair took the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 8, 2025, the committee continued its study of ocean carbon sequestration and its use in Canada.

WITNESSES:

Natural Resources Canada:

Cynthia Handler, Director General, Office of Energy Research and Development;

Jason Gadoury, Senior Director, Office of Energy Research and Development.

Environment and Climate Change Canada:

Daniel Wolfish, Director General, Environmental Protection Operations;

David Taillefer, National Manager, Marine Programs.

Fisheries and Oceans Canada:

James Manicom, Acting Senior Director, Major Projects and Clean Growth, Aquatic Ecosystems.

Treasury Board of Canada Secretariat:

Nick Xenos, Executive Director, Centre for Greening Government.

Cynthia Handler, Daniel Wolfish, James Manicom and Nick Xenos each made a statement and, together with Jason Gadoury and David Taillefer, answered questions.

At 8:03 p.m., the committee adjourned to the call of the chair.
