The Standing Senate Committee on Fisheries and Oceans met this day at 6:31 p.m., in room W110, 1 Wellington St., the deputy chair, the Honourable Bev Busson, presiding.

Members of the committee present: The Honourable Senators Boudreau, Busson, Cuzner, Deacon (Nova Scotia), Dhillon, Gerba, Prosper and Surette (8).

Participating in the meeting: Daniele Lafrance, Analyst, Library of Parliament; Monica Granados, Communications Officer, Communications, Broadcasting and Publications Directorate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee began its consideration of the subject matter of those elements contained in Division 33 of Part 5 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

Joel Holder made a statement and answered questions.

At 7:09 p.m., the committee suspended.

At 7:11 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

It was agreed that the committee allow the audio recording of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and their staff, and that the audio recording be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that the chair be authorized to table the report on Ocean Carbon Sequestration with the Clerk of the Senate.

It was agreed that the report on Ocean Carbon Sequestration and communication products be distributed prior to the tabling of the report, under embargo, to targeted reporters.

At 7:58 p.m., the committee adjourned to the call of the chair.
