The Standing Senate Committee on Fisheries and Oceans met this day at 8:33 a.m., in room W110, 1 Wellington St., the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Boudreau, Busson, Cuzner, Deacon (Nova Scotia), Manning, Poirier, Prosper, Ravalia and Surette (9).

Participating in the meeting: Daniele Lafrance, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 18, 2025, the committee continued its study of the independence of commercial inshore fisheries in Atlantic Canada and Quebec, and the policies and legislative tools used by the Government of Canada to preserve it, such as the Owner-Operator Policy.

Melissa Nevin, Director of Fisheries and Integrated Resources.

Listuguj Mi'gmaq Government:

Denny Isaac, Associate Director, Natural Resources.

At 8:36 a.m., the committee suspended.

At 8:37 a.m., the committee resumed.

Robert Gloade and Denny Isaac each made a statement and, together with Melissa Nevin, answered questions.

At 9:27 a.m., the deputy chair, the Honourable Senator Busson, took the chair.

At 9:55 a.m., the committee adjourned to the call of the chair.
