The Standing Senate Committee on National Security, Defence and Veterans Affairs met this day at 10:31 a.m., in room W120, 1 Wellington St., the chair, the Honourable Hassan Yussuff, presiding.

Members of the committee present: The Honourable Senators Al Zaibak, Anderson, Audette, Carignan, P.C., Dasko, Deacon (Ontario), Kutcher, McNair, White, Youance and Yussuff (11).

Participating in the meeting: Ariel Shapiro and Anne-Marie Therrien-Tremblay, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 5, 2026, the committee continued its examination of Bill C-12, An Act respecting certain measures relating to the security of Canada's borders and the integrity of the Canadian immigration system and respecting other related security measures.

WITNESSES:

Hartland Elcock, Assistant General Counsel and Vice President.

National Police Federation:

Brian Sauvé, President and Chief Executive Officer.

As an individual:

Adam Lajeunesse, Associate Professor, St. Francis Xavier University (by videoconference).

Office of the Privacy Commissioner of Canada:

Philippe Dufresne, Privacy Commissioner of Canada;

Marc Chénier, Deputy Commissioner and Senior General Counsel.

Financial Transactions and Reports Analysis Centre of Canada:

Michael-John Almon, Assistant Deputy Director, Strategic Policy and Review.

Department of Finance Canada:

Erin Hunt, Director General, Financial Crimes and Security Division;

William Kendall, Senior Advisor, Financial Crimes and Security Division.

Hartland Elcock, Brian Sauvé and Alex Lajeunesse each made a statement and answered questions.

At 11:29 a.m., the committee suspended.

At 11:36 a.m., the committee resumed.

Philippe Dufresne, Erin Hunt and Michael-John Almon each made a statement and, together with William Kendall, answered questions.

At 12:17 p.m., the deputy chair, the Honourable Senator Al Zaibak, took the chair.

At 12:20 p.m., the Honourable Senator Yussuff resumed the chair.

At 12:29 p.m., the committee suspended.

At 12:37 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that the committee allow the audio recording and/or transcript of the in camera portion of today's meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff, and that the audio recording and/or transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 1:17 p.m., the committee adjourned to the call of the chair.
