The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:14 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Rosemary Moodie, presiding.

Members of the committee present: The Honourable Senators Arnold, Boudreau, Burey, Busson, Cuzner, Hay, McPhedran, Moodie, Muggli, Osler, Petitclerc and Senior (12).

Participating in the meeting: Laura Blackmore and Mayra Perez-Leclerc, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee began its consideration of the subject matter of those elements contained in Divisions 25, 36 and 44 of Part 5 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025. (Topic: Divisions 25, 36 and 44)

WITNESSES:

Public Health Agency of Canada:

Kimby Barton, Director General, Centre for Biosecurity, Regulatory Operations and Emergency Management Branch.

Employment and Social Development Canada:

Jonathan Wallace, Director General, Canada Student Financial Assistance Program;

Jacqueline Thorne, Director General, National School Food Program;

Misha Celentano, Manager, National School Food Program.

Kimby Barton made a statement and answered questions.

At 4:58 p.m., the committee suspended.

At 5:04 p.m., the committee resumed.

Jacqueline Thorne and Jonathan Wallace each made a statement and, together with Misha Celentano, answered questions.

At 6:06 p.m., the committee adjourned to the call of the chair.
