The Standing Senate Committee on Transport and Communications met this day at 9 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Larry W. Smith, presiding.

Members of the committee present: The Honourable Senators Arnold, Aucoin, Cormier, Dasko, Hay, Lewis, Mohamed, Simons, Smith and Wilson (10).

Participating in the meeting: Geneviève Gosselin and Marion Ménard, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 8, 2025, the committee began its study on the maintenance of activities or essential services in the federally regulated rail and marine sectors in the case of labour disruptions.

WITNESSES:

National Supply Chain Office:

Colin Stacey, Director General, Strategy (by videoconference).

Transport Canada:

Sonya Read, Director General, Marine Policy;

Tamara Rudge, Director General, Surface Transportation Policy (by videoconference).

As individuals:

Paul Champ, Lawyer, Champ and Associates;

Ian Lee, Associate Professor, Sprott School of Business, Carleton University (by videoconference).

Colin Stacey made a statement, and together with Sonya Read and Tamara Rudge, answered questions.
