The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera at 12:15 p.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.
Members of the committee present: The Honourable Senators Adams, Carney, Cochrane, Ghitter, Hays, Kenny, Rompkey and Taylor. (8)
In attendance: Lynne Myers from the Library of Parliament.

The committee proceeded to consider future business.
The guest speakers made statements on the addition of manganese-based substances (MMT) and answered questions.
The Honourable Senator Kenny moved -- THAT, subject to some editorial corrections, the committee's report on the fact-finding visit to Calgary and Fort McMurray be tabled in the Senate.
The question being put on the motion, it was resolved in the affirmative.
The Honourable Senator Carney moved -- THAT the committee order the reprint of 5,000 English copies and 1,500 French copies of the report entitled "Protecting places and people" and that the committee assume the cost for the cover.
The question being put on the motion, it was resolved in the affirmative.
The chairman informed the members of the committee on the working plan concerning a fact-finding mission of the committee to California.
It was agreed -- THAT the fact-finding mission to California should take place from October 28 to November 1, 1996 and THAT, in addition to the two permanent staff, Line Gravel and Lynne Myers, a second researcher should join the group.
It was agreed -- THAT the committee should adopt a core program consisting of three full days meetings and THAT special arrangements be made to accommodate senators who want other meetings on subjects related to the committee's mandate.
At 1:30 p.m., the committee adjourned to the call of the Chair.

The Honourable Senator Kenny moved -- THAT, subject to amendment, the report of the fact-finding visit to California, October 28 to November 1, 1996, be tabled in the Senate.
After debate, the question being put on the motion, it was resolved in the affirmative.
It was agreed -- THAT hearings on Bill C-29, An Act to regulate Interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, should be held the 4, 5 and 6 of February, 1997.
It was agreed -- THAT a fact-finding mission to Banff, Alberta, be organized for January 30 and 31, 1997, concerning a follow-up on our report entitled "Protecting Places and People" and the summary report of the Banff-Bow Valley Task Force entitled Banff-Bow Valley: At The Crossroad".
At 10:15 a.m., the committee adjourned to the call of the Chair.
