The Subcommittee on Post-Secondary education met at 8:40 a.m. this day in Room 520, Victoria Building, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the subcommittee present: The Honourable Senators Bonnell, Cools, DeWare, Forest, Lavoie-Roux and Losier-Cool (6).

Other senators present: the Honourable Senators Bosa and Carstairs.

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the subcommittee resumed its consideration of the inquiry on the serious state of Post-Secondary education in Canada (for full text of Order of Reference see Proceedings of the subcommittee dated August 6, 1996, Issue No. 1 ).

Martha Nixon and Tom Scrimger made opening statements and, together with Gerry Godsoe, answered questions.

The Honourable Senator Bonnell provided a list of further questions to the witnesses to be responded to in writing.

At 9:45 a.m., William Bruneau made an opening statement and, together with Donald Savage, answered questions.

The Honourable Senator Bonnell provided a list of further questions to the witnesses for response in writing.

At 10:35 a.m., the meeting was suspended.

At 10:45 a.m., the meeting resumed.

Tom Norton and Gerald Brown made opening statements and answered questions.

The Honourable Senator Bonnell provided a list of further questions to the witnesses for response in writing.

At 11:25 a.m., Robert Giroux and Paul Davenport made opening statements and, together with Robert Best, answered questions.

The Honourable Senator DeWare moved that the recommendations of the Association of Universities and Colleges of Canada, as requested, be printed as an Appendix to this day's Minutes of Proceedings (see Appendix 6050/P1 4 "1").

The question being put on the motion, it was agreed.

At 12:10 p.m., the meeting was suspended.

At 12:30 p.m., the meeting resumed.

Paul Hough and Roy Bonin made opening statements and, together with John Service, answered questions.

At 1:10 a.m., Howard Alper made an opening statement and answered questions.

At 1:40 p.m., the subcommittee adjourned to the call of the Chair.
