The Standing Senate Committee on Transport and Communications met this day at 3:35 p.m., the Chair, the Honourable Senator Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Adams, Bacon, Forrestall, Grimard, Johnson, Losier-Cool, Maheu, Mercier, Milne, Poulin and Spivak. (11)

In attendance: Matthew W. Fraser, Expert Consultant; Monique Hébert, Research Officer, Research Branch, Library of Parliament; Marc Chénier, Committee Researcher.

Also present: The official reporters of the Senate.

WITNESSES:

From the Department of Canadian Heritage:

Victor Rabinovitch, Assistant Deputy-Minister;

From the Copyright Board:

Michel Hétu, Vice-President and Chief Executive Officer;

Claude Majeau, Secretary;

Mario Bouchard, General Counsel.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 10, 1997, the Committee proceeded to consider Bill C-32, An Act to amend the Copyright Act.

The Honourable Senator Poulin moved that the hearing schedule be adopted as presented, subject to necessary modifications.

The question being put on the motion, it was adopted.

The Honourable Sheila Copps and witnesses from the Department of Canadian Heritage made a statement and answered questions.

It was agreed, -- That the presentation by the Honourable Sheila Copps and witnesses from the Department of Canadian Heritage be filed with the Clerk of the Committee as Exhibit 5900 T1 -2.35 /C-32, 13, "1".

At 5:27 p.m., the sitting was suspended.

At 5:49 p.m., the sitting resumed.

The witnesses from the Copyright Board made a statement and answered questions.

It was agreed, -- That the presentation by the Copyright Board be filed with the Clerk of the Committee as Exhibit 5900 T1 -2.35 /C-32, 13, "2".

At 7:02 p.m., the committee adjourned to the call of the Chair.
