The 1977 Foreign Corrupt Practices Act made it unlawful for a domestic business entity to provide payment to a foreign government official, political party, or candidate, for the purposes of influencing decision-making. In November 1997, member countries of the Organization for Economic Co-operation and Development (OECD), including Canada, adopted the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions. Canadian legislation to criminalize bribery of foreign officials is currently being drafted.
