The Standing Senate Committee on Banking, Trade and Commerce met this day at 11:00 a.m. in Room 505, Victoria Building, the Chairman, the Honourable E. Leo Kolber, presiding.

Members of the committee present: The Honourable Senators Fitzpatrick, Furey, Hays, Hervieux-Payette, P.C., Kelleher, P.C., Kolber, Kroft, Nolin, Oliver, Poulin, Roberge, St. Germain, P.C., Tkachuk and Wiebe (14).

Other senators present: The Honourable Senators Banks, Kenny and Stollery (3).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Ms June Dewetering, Research Officer, Economics Division.

Also present: The official reporters of the Senate.

APPEARING:

The Honourable Don Boudria, P.C., M.P., Minister of State and Leader of the Government in the House of Commons.

WITNESSES:

From the Privy Council Office:

Ms. Isabelle Mondou, Counsel, Legislation and House Planning; and

Mr. Ron Wall, Director, Parliamentary Operations, Legislation and House Planning.

From the Treasury Board of Canada:

Mr. Aaron Allen, Manager, Program Advice and Interpretation, Pensions Division.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 28, 2000, the committee proceeded to study Bill C-37, An Act to amend the Parliament of Canada Act and the Members of Parliament Retiring Allowances Act.

Mr. Wall, Ms Mondou and Mr. Allen made an opening statement and answered questions.

At 11:55 a.m., the Deputy Chair, the Honourable Senator Tkachuk, took the Chair.

At 12:00 p.m., the Chair, the Honourable Senator Kolber, returned to the Chair.

At 12:02 p.m., the Honourable Don Boudria, P.C., M.P., made an opening statement and answered questions.

At 12:35 p.m., the Chair invited the committee to begin clause-by-clause consideration of Bill C-37.

It was agreed, -- That the title be postponed.

It was agreed, on division, -- That clauses 1 to 8 carry.

It was agreed, on division, -- That the title carry.

It was agreed, on division, -- That the bill carry without amendment.

At 12:45 p.m., the committee adjourned to the call of the Chair.
