OTTAWA, Thursday, June 22, 2000

The Standing Senate Committee on Energy, the Environment and Natural Resources, to which was referred Bill C-11, to authorize the divestiture of the assets of, and to dissolve, the Cape Breton Development Corporation, to amend the Cape Breton Corporation Act and to make consequential amendments to other acts, met this day at 1:02 p.m. to give clause-by-clause consideration to the bill.

The Chairman: Before we go into clause-by-clause consideration of the bill, I wish to point out that there is a letter from the Minister of Natural Resources in response to questions I had posed to him. All members of the committee have received a copy.

Senator Graham: I wish to make a comment, in the spirit of what Senator Murray has said, with respect to when the vote is taken, particularly in the chamber at third reading. It is our understanding, and we do not know what will happen at that time, from the group here -- and you are obviously the spokesman for the opposition on this -- that it will be not a standing vote, but on division.

Senator Murray: I do not think Senator Lynch-Staunton nor I plan to call a standing vote. We will say "on division." We will speak.

The Chairman: I have a comment. It is interesting to note that experience really does count in how you gracefully deal with issues. Perhaps that means Preston Manning will win.
