The Standing Senate Committee on National Finance met at 5:50 p.m., this day, in room 705, Victoria Building, the Chairman, the Honourable Senator Lowell Murray. P.C., presiding.

Members of the committee present: The Honourable Senators Bolduc, Cools, Finestone, P.C., Mahovlich, Moore, Murray, P.C., Stratton (7).

In attendance: From the Parliamentary Reseach Branch, Library of Parliament: Mr. Guy Beaumier, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Treasury Board of Canada Secretariat:

Mr. Keith Coulter, Assistant Secretary, Planning, Performance and Reporting Sector, Comptrollership Branch;

Mr. Andrew M. Lieff, Senior Director, Expenditure Operations and Estimates Division, Planning, Performance and Reporting Sector;

Mr. J. Kevin Lindsey, Director, Expenditure Operations, Planning, Performance and Reporting Sector.

Pursuant to the Order of Reference adopted by the Senate on March 2, 2000, the committee began its examination of the Main Estimates laid before Parliament for the fiscal year ending March 31, 2001.

The meeting from 5:50 p.m. to 6:00 p.m. was in camera.

At 6:00 p.m., Mr. Coulter made a presentation and answered questions with Messrs Lieff and Lindsey from members of the committee.

It was agreed, -- That the document entitled "Senate National Finance Committee -- March 22, 2000 -- Questions and answers", presented by the Treasury Board of Canada be printed as an appendix to this day's Minutes of Proceedings (see Appendix 5900-2.36/N1-M-(01)-4-"1").

At 7:45 p.m., the meeting continued in camera until 7:49 p.m..

At 7:49 p.m., the committee adjourned to the call of the Chair.
