The Standing Senate Committee on Defence and Security met this day, in camera, at 6:00 p.m. in Room 356-S, Centre Block, the Chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Atkins, Cordy, Forrestall, Kenny, Pépin, Wiebe (6).
Other senator present: The Honourable Senator LaPierre (1).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, General (ret'd) Keith McDonald, Senior Military Adviser, Deputy Commissioner (ret'd) Roy Berlinquette, RCMP, Senior Security Adviser, Chief Warrant Officer (ret'd) Maurice Dessureault, Military Advisor.
Also in attendance: Joe Varner, Office of Senator Forrestall, Geoff Dimick, Office of Senator Meighen, Marie-Eve Bilodeau, Office of Senator Pépin, Momar Diagne, Office of Senator Pépin.
The committee considered future business.
At 6:00 p.m., the committee continued in camera.
It was moved by the Honourable Senator Wiebe - That the Subcommittee on Veterans Affairs be authorized to send for persons, papers and records, whenever required, and to print from day to day such papers and evidence as may be ordered by it;
That, pursuant to Section 32 of the Financial Administration Act, the Committee's authority to commit funds be conferred on the Subcommittee;
That, pursuant to Section 34 of the Financial Administration Act and Guideline 3:05 of Appendix II of the Rules of the Senate, the Committee's authority for certifying accounts payable be conferred on the Subcommittee.
The question being put on the motion, it was resolved in the affirmative.
At 7:30 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Thursday, May 31, 2001, the committee proceeded to its introductory survey of the major security and defence issues facing Canada with a view to preparing a detailed work plan for future comprehensive studies. (See Issue No. 1, Monday, July 18, 2001, for the full text of the Order of Reference)
It was agreed - That Mr. David Pratt, M.P., and Mr. David Price, M.P., could sit at the committee table and participate in questioning witnesses.
Mr. Inkster made a statement and with Ms Davies answered questions.
Mr. Corcoran made a statement and answered questions.
At 8:10 p.m. the committee suspended its meeting.
At 8:15 p.m. the committee resumed its meeting.
Brigadier General (ret'd) Jurkowski made a statement and answered questions.

Mr. Inkster made a statement and answered questions.
