The Standing Senate Committee on National Security and Defence met this day, at 1:12 p.m. in room 160-S, Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Kenny, Meighen (6).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, General (ret'd) Keith McDonald, Senior Military Adviser, Chief Warrant Officer (ret'd) Maurice Dessureault, Military Adviser, Deputy Commissioner (ret'd) Roy Berlinquette, Security Adviser.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, May 31, 2001, the committee proceeded to its introductory survey of the major security and defence issues facing Canada with a view to preparing a detailed work plan for future comprehensive studies. (See Issue No. 1, Monday, July 18, 2001, for the full text of the Order of Reference.)

WITNESSES:

From the Department of Foreign Affairs:

Jon Allen, Director General, North America Bureau;

Kevin O'Shea, Director, U.S. General Relations Division;

Bruce Levy, Director, U.S. Transboundary Division;

Jill Sinclair, Director General, International Security Bureau.

From the Department of National Defence:

Lieutenant-General George Macdonald, Vice Chief of the Defence Staff;

Major-General H. Cameron Ross, Director General, International Security Policy.

Mr. Allen made a statement and, with Mr. O'Shea and Mr. Levy, answered questions.

Ms Sinclair made a statement and answered questions.

Lieutenant-General Macdonald made a statement and, with Major-General Ross, answered questions.

At 2:53 p.m., the committee continued in camera in room 160-S.

At 3:07 p.m., the committee resumed in public.

At 4:42 p.m., the committee suspended its sitting.

At 4:55 p.m., the committee resumed its sitting in camera in Room 160-S.

At 7:00 p.m., the committee adjourned to the call of the Chair.

Mr. Allen made a statement and, with Mr. Goatbe, Ms Nymark, Ms Atkinson, Mr. Kennedy and Mr. Lenton, answered questions.
