The Standing Senate Committee on Defence and Security met this day, at 9:00 a.m. in room 160-S, Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny and Wiebe (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, Major General (ret'd) Keith McDonald, Senior Military Consultant.

Also present: The official reporters of the Senate.

WITNESSES:

From the Department of National Defence:

Vice-Admiral Greg Maddison, Deputy Chief of the Defence Staff;

Colonel André Deschamps, Director, Continental Operations;

Lieutenant-General George MacDonald, Vice-Chief of the Defence Staff;

Colonel Richard Williams, Director Western Hemisphere Policy.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 16, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada.

At 9:00 a.m., the committee considered its future business in camera.

At 9:55 a.m. the committee suspended its sitting.

At 10:00 a.m. the committee continued its meeting in public.

Vice-Admiral Maddison made a statement and, with Colonel Deschamps, answered questions.

At 11:32 a.m. the committee suspended its sitting.

At 11:40 the committee continued its sitting.

Lieutenant-Colonel MacDonald made a statement and, with Colonel Williams, answered questions.

At 1:10 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Defence and Security met this day, at 1:15 p.m. in room 160-S, Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny, Meighen and Wiebe (8).

Other senator present: The Honourable Senator Stollery (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, Major General (ret'd) Keith McDonald, Senior Military Consultant.

Also present: The official reporters of the Senate.

WITNESSES:

From the Toronto Police Service:

Chief Julian Fantino.

From the Canada Customs and Revenue Agency:

Robert Wright, Commissioner;

Denis Lefebvre, Assistant Commissioner, Customs Branch.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 16, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada.

At 1:15 p.m., the committee considered its future business in camera.

At 2:00 p.m., the committee continued its sitting in public.

Chief Fantino made a statement and answered questions.

At 3:27 p.m., the committee suspended its sitting.

At 3:36 p.m., the committee continued its sitting.

Mr. Wright made a statement and, with Mr. Lefebvre, answered questions.

It was moved by Senator Forrestall — That the material submitted by the witnesses at today's meeting and at future meetings or fact-finding trips be filed as exhibits with the Clerk.

The question having been put, it was adopted in the affirmative.

Pursuant to this motion the following items were filed as exhibits:
