The Standing Senate Committee on National Security and Defence met this day, in camera at 8:10 a.m. in Subcommittee Room 160-S, Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Cordy, Day, Forrestall, Kenny, Kinsella, LaPierre and Wiebe (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer; Major General (Ret'd) Keith McDonald; from the Senate Committee's Branch: Denis Robert, Committee Clerk and Till Heyde, Committee Clerk; Lieutenant-Colonel D.M. Belovich; and from the Office of Senator Kenny: Veronica Morris.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 16, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada.

WITNESSES:

From the Air Line Pilots Association, International:

Mr. Art Laflamme, Senior Representative.

From the Department of Foreign Affairs and International Trade:

Ms Jill Sinclair, Acting Assistant Deputy Minister, Global Security Policy.

At 8:10 a.m., the committee considered future business.

At 9:05 a.m., the committee suspended its sitting.

At 9:10 a.m., the committee continued its meeting in public in room 160-S.

Mr. Till Heyde, Committee Clerk, a person appointed by the Speaker of the Senate to administer an oath to witnesses pursuant to the Parliament of Canada Act, R.S.C. 1985, c.P-1, s. 13(1)(c), administered the oath to Mr. Art Laflamme in the form prescribed by the Act.

Mr. Laflamme made a statement and answered questions.

At 10:33 a.m., the committee suspended its sitting.

At 10:41 a.m., the committee resumed.

Ms. Sinclair made a statement and answered questions.

At 12:00 p.m., the committee suspended its sitting.

At 12:20 p.m., the committee resumed in camera in the Subcommittee Room 160-S to consider future business.

Lieutenant-General Macdonald made a statement and, with Dr. Calder, answered questions.

At 3:02 p.m., the committee suspended its sitting.

At 3:16 p.m., the committee resumed.

Vice-Admiral Buck made a statement and answered questions.

Lieutenant-General Jeffery made a statement and answered questions.

At 4:45 p.m., the committee adjourned to the call of the Chair.
