The Standing Senate Committee on Energy, the Environment and Natural Resources, to which was referred Bill S-18, to amend the Food and Drugs Act (clean drinking water), met this day at 6:49 p.m. to give consideration to the bill.

The Chairman: Senators, we have before us today Bill S-18, Senator Grafstein's bill. You will recall that, during the hearings, everyone agreed that this is a good idea. There was some argument about whether these provisions should be under municipal legislation; however, I do not think that covers us.

If we pass the bill, it will go to the Senate. If the Senate passes it, it will go to the House of Commons. This bill will be vetted a lot when it comes to the legal side of it. The question is whether we like this bill as it is.

Is it agreed, honourable senators, that the committee move to clause-by-clause consideration?

Honourable senators, we are slated to finish our energy tour in Halifax on Wednesday, December 5. We will leave here Tuesday night and meet all day on Wednesday in Halifax; on Wednesday night, we leave for St. John's. There is enough money for every committee member to go.

Senator Banks: I very much regret that I cannot go to Halifax. I would much rather be there, but the Supplementary Estimates are before the National Finance Committee and I must attend.
