The Standing Senate Committee on Energy, the Environment, and Natural Resources met in camera, at 5:37 p.m. this day, in room 257, East Block, the Chair, the Honourable Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Buchanan, P.C., Cochrane, Eyton, Kelleher, P.C., Kenny, Sibbeston, Spivak, Taylor and Watt (11).

In attendance: From the Research Branch of the Library of Parliament: Lynne C. Myers, Research Officer.

Pursuant to the Order of Reference adopted by the Senate on March 1, 2001, the committee proceeded to examine issues as may arise from time to time relating to energy, the environment and natural resources, including the continuation and completion of the study on Nuclear Reactor Safety. (See Issue No. 1, Thursday, February 22, Tuesday, February 27 and Thursday, March 22, 2001, for full text of the Order of Reference.)

It was agreed – That Senator's staff be allowed to remain in the room.

The committee proceeded to the consideration of a draft report.

At 6:44 p.m., it was agreed — That the committee adjourn to the call of the Chair.

The Standing Senate Committee on Energy, the Environment, and Natural Resources met at 10:09 a.m. this day, in room 257, East Block, the Chair, the Honourable Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Banks, Callbeck, Cochrane, Finnerty, Kelleher, P.C., Mahovlich, Sibbeston, Spivak and Taylor (9).

Other senators present: The Honourable Senators Andreychuk, Beaudoin, Fraser, Pearson and Watt (5).

In attendance: From the Research Branch of the Library of Parliament: Lynne C. Myers, Research Officer and Mollie Dunsmuir.

Pursuant to the Order of Reference adopted by the Senate on February 5, 2002, the committee proceeded to study Bill C-10, An Act respecting the national marine conservation areas of Canada.

WITNESSES:

From the Department of Justice of Canada:

William F. Pentney, Deputy Head, Aboriginal Affairs Portfolio;

Charles Pryce, Senior Counsel.

The witnesses from the Department of Justice Canada made a presentation and answered questions.

At 6:05 p.m., the committee proceeded to study Bill C-27.

Pursuant to the Order of Reference adopted by the Senate on March 20, 2002, the committee proceeded to study Bill C-27, An Act respecting the long-term management of nuclear fuel waste.

WITNESSES:

Officials from Natural Resources Canada:

Peter Brown, Director, Uranium and Radioactive Waste Division;

Carmel Letourneau, Senior Policy Advisor, Uranium and Radioactive Waste Division;

Joanne Kellerman, Legal Counsel, Legal Services.

Mr. Brown made a presentation and together, the witnesses answered questions.

At 6:45 p.m., the Honourable Senator Spivak took the Chair.

The committee proceeded to the clause-by-clause consideration of Bill C-10.

It was agreed — That the title stand postponed.

It was agreed — That the preamble stand postponed.

It was agreed — That clause 1 stand postponed.

It was agreed — That clauses 2 to 17 carry.

It was agreed — That clauses 18 to 23 carry.

It was agreed — That clauses 24 to 29 carry.

It was agreed — That clauses 30 to 41 carry.

It was agreed — That schedule 1 and 2 carry.

It was agreed — That clause 1 carry.

It was agreed — That the preamble carry.

It was agreed — That the title carry.

It was agreed — That the Bill be adopted, without amendment.

It was agreed — That the Chair reports the Bill, as adopted, to the Senate.

At 6:47 p.m., it was agreed — That the committee adjourn to the call of the Chair.
