The Standing Senate Committee on Transport and Communications met this day at 3:30 p.m., in Room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Callbeck, Fairbairn, P.C., Finestone, P.C., Forrestall, Gill, Morin, Sparrow, Spivak and Taylor (10).

Other senator present: The Honourable Senator Prud'homme, P.C. (1).

In attendance: Martin Brennan, special advisor to the committee.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on May 3, 2001, the committee proceeded to hear the Minister of Transport in order to receive a briefing on busing regulations (See Issue No. 10, Wednesday, June 6, 2001, for full text of the Order of Reference).

APPEARING:

The Honourable David Collenette, P.C., M.P., Minister of Transport.

WITNESSES:

Officials from Transport Canada:

Guylaine Roy, Director General, Surface Transportation Policy;

Emile Di Sanza, Director, Motor Carrier Policy.

The witnesses made a presentation and answered questions.

At 4:35, the Deputy Chairman, the Honourable Senator Forrestall, took the Chair.

The Minister of Transport submitted a brief.

Pursuant to the Order of Reference adopted by the Senate on May 30, 2001, the committee proceeded to study Bill C-14. (See Issue No. 10, Wednesday, June 6, 2001, for full text of the Order of Reference).

Bud Streeter, Director General, Marine Safety;

Mark Gauthier, Senior Counsel, Legal Services;

Jerry Rysanek, Director, International Marine Policy and Liability;

Louis Gautier, Counsel, Legal Services.

At 4:50 p.m., the committee suspended.

At 5:10 p.m., the committee resumed.

Officials from Fisheries and Oceans Canada:

Steve Troy, Director, Safety and Environmental Systems;

Aziz Saheb-Ettaba, Counsel, Legal Services.

Officials from Environment Canada:

Morrie Kinshenblatt, Head, Off-Road Regulations Section;

Mr. Dan Blasioli, Legal Counsel, Environment Canada Legal Services, Department of Justice.

The witnesses made a presentation and answered questions.

Transport Canada submitted a brief.

At 6:36 p.m., it was agreed - That the committee adjourn to the call of the Chair.
