The Standing Senate Committee on National Security and Defence met this day in camera, at 5:15 p.m., in room 160-S (Subcommittee Room), Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Kenny, Smith, P.C. and Wiebe (5).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves and Grant Dawson, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Adviser; Chief Superintendent Jean-Pierre Witty, RCMP Liaison Officer; Lieutenant-Colonel David Belovich, DND Liaison Officer; Veronica Morris, Communications Officer.

Also present: The official reporters of the Senate.

In accordance with rule 92(2)(e) and (f) the committee considered its draft agenda and its draft report.

At 6:05 p.m., the committee suspended its sitting.

At 6:07 p.m., the committee continued its meeting in public in room 160-S, Centre Block.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the Committee proceeded upon its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, November 4, 2002, for the full text of the Order of Reference.)

WITNESSES:

As an individual:

Mr. James C. Kelly.

Mr. Kelly made a statement and responded to questions.

At 7:55 p.m., the committee suspended its sitting.

Pursuant to the motion adopted by the committee on Monday, October 28, 2002, the following material was filed as exhibits with the Clerk.

At 7:58 p.m., in accordance with rule 92(2)(e) and (f) the committee continued its meeting in camera in room 160-S (Subcommittee Room), Centre Block.

The committee considered its draft agenda and its draft report.

It was moved by the Honourable Senator Banks, — That the Committee pay the costs of participation at the Seapower Conference to be held at Dalhousie University, Halifax, June 20-22, 2003 of any Senator wishing to attend as well as of Major General (ret'd) Keith McDonald.

The question being put, it was adopted.

At 9:10 p.m., the committee adjourned to the call of the Chair.

At 6:02 p.m., the committee suspended its sitting.

At 6:07 p.m., the committee continued its meeting in public in room 160-S, Centre Block.

Mr. Gerry Frappier, Director General, Security and Emergency Preparedness and Chair of Interdepartmental Marine Security Working Group.

Captain Dewar made a statement and responded to questions.

At 7:33 p.m., the committee suspended its sitting.

At 7:40 p.m., the committee resumed its sitting.

Mr. Frappier made a statement and responded to questions.

Pursuant to the motion adopted by the committee on Monday, October 28, 2002, the following material was filed as exhibits with the Clerk.

At 8:37 p.m., in accordance with rule 92(2)(e) the committee continued its meeting in camera in room 160-S (Subcommittee Room), Centre Block.

The committee considered its draft agenda.

The committee agreed, — That the Chair would write to Mr. Gerry Frappier asking when the material requested during the meeting of April 7th, especially the matrix of different scenarios, would be available and asking him and any other appropriate departmental officials to appear at a meeting on June 16, 2003.

At 9 p.m., the committee adjourned to the call of the Chair.
