The Standing Senate Committee on National Finance met at 9:30 a.m., this day, in room 705, Victoria Building, the Deputy Chair, the Honourable Joseph A. Day, presiding.
Members of the committee present: The Honourable Senators Comeau, Day, Doody, Finnerty, Gauthier, Oliver, Ringuette (7).
In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on October 22, 2003 the committee continued its examination of Bill C-212, An Act respecting user fees.

Mr. John Morgan, Executive Director, Financial Management and Accounting Policy Directorate, Comptrollership Branch;
Ms. Suzanne Shirreff, Senior Director, Cost Recovery Policy Division;
Ms. Mylène Bouzigon, Senior General Counsel, Legal Services Branch.
From the Business Coalition on Cost Recovery:
Mr. Jay Myers, Co-Chair (Canadian Manufacturers and Exporters);
Ms. Jean Szkotnicki, Co-Chair (Canadian Animal Health Institute);
Mr. John Stewart, General Manager and Senior Vice-President, Purdue Pharma.
Mr. Morgan and Ms. Bouzigon made an opening statement and with Ms. Shirreff answered questions from members of the committee.
Mr. Myers, Ms. Szkotnicki and Mr. Stewart made an opening statement and answered questions from members of the committee.
It was moved by the Honourable Senator Ringuette that the Chair report Bill C-212 without amendment to the Senate today.
After debate the Deputy Chairman stated that he would not put the motion to a vote since notice had not been given that the committee would proceed with clause-by-clause study of the bill at the present meeting. Furthermore, some members of the committee had left the meeting to attend other parliamentary business on the understanding that the committee would not proceed with clause-by-clause this day.
At 11:15 a.m., the committee adjourned to the call of the Chair.
