The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 3:45 p.m., in room 257, East Block, the Honourable Senator Beaudoin, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Beaudoin, Bryden, Cools, Corbin, Fairbairn, Hubley, Joyal, P.C., Maheu, Nolin, Pearson and Smith, P.C. (13).

Other senators present: The Honourable Senators Adams, Comeau, Sparrow, St. Germain, P.C., Stratton and Watt (6).

In attendance: From the Library of Parliament, Nancy Holmes.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 20, 2002, the committee started its study of Bill C-10, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act. (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

Both panels made an open statement and answered questions.

The User Group on Firearms, the National Firearms Association, the Canadian Shooting Sports Association and the Coalition for Gun Control each submitted a brief to the committee.

The Honourable Senator Watt, tabled with the Clerk of the Committee a document with a press release regarding the Nunavut Tunngavik Incorporated, which was filed as Exhibit No. 5900-2.37/L1-C-10, 3 ``1''

At 10:25 p.m., it was agreed — That the committee adjourn to the call of the Chair.
