The Standing Senate Committee on Aboriginal Peoples met in camera, at 6:23 p.m., in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Buchanan, P.C., Christensen, Léger, Peterson, Pearson, Sibbeston and Watt (7).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament: Lisa Patterson and Frédéric Beauregard-Tellier.

Pursuant to rule 92(2)e) of the Rules of the Senate, the committee considered future business of the committee.

It was agreed that staff remain.

It was agreed that the suggested terms of reference prepared by the analyst of the committee for the Aboriginal Economic Development Study be approved.

At 7:09 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples met at 9:32 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Christensen, Gustafson, Léger, Pearson, Peterson, Sibbeston, St. Germain, P.C. and Watt (8).

Other senator present: The Honourable Senator Dick.

In attendance: From the Parliamentary and Research Service, Library of Parliament: Mary Hurley and Lisa Patterson.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 22, 2005, the committee began its examination of the subject-matter of Bill S-16, An Act providing for the Crown's recognition of self-governing First Nations of Canada. (See Issue No. 6, Tuesday, May 3, 2005, for the full text of the Order of Reference).

WITNESSES:

Indian and Northern Affairs Canada:

Maureen McPhee, Director General, Self Government Branch.

Department of Justice Canada:

Allan Cracower, Counsel, Indian and Northern Affairs Comprehensive Claims and Northern Affairs / Self- Government and Strategic Direction.

Ms. McPhee made a statement. Mr. Cracower made an opening remark.

The Chair invited Senator St. Germain, P.C., sponsor of Bill S-16, to make a statement.

Senator St. Germain, P.C. made a statement.

Ms. McPhee and Mr. Cracower answered questions.

At 11:02 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples met at 6:20 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Other senators present: The Honourable Senators Johnson and Nancy Ruth (2).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament: Lisa Patterson.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 4, 2004, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, November 17, 2004, for the full text of the Order of Reference).

WITNESSES:

Office of the Auditor General of Canada:

Sheila Fraser, Auditor General;

Jerome Berthelette, Principal;

Jeff Greenberg, Principal.

Assembly of Manitoba Chiefs:

Dennis Whitebird, Grand Chief;

Louis Harper, Special Assistant.

Ms. Fraser made an opening statement and, with Mr. Berthelette and Mr. Greenberg, answered questions.

The Chair informed the committee of the presence in the audience of Grand Chief Dennis Whitebird, from the Assembly of Manitoba Chiefs, and of his Special Assistant, Louis Harper, and of their desire to make a short presentation.

It was agreed to invite Chief Whitebird and his assistant to appear before the committee.

Chief Whitebird made a presentation.

It was agreed that the following material be filed as exhibit with the Clerk of the committee:

Document entitled Manitoba First Nations Economic Development Strategy, submitted by Grand Chief Dennis Whitebird, from the Assembly of Manitoba Chiefs (Exhibit 5900-1.38/A1-SS-1-6-,''1'')

At 7:53 p.m., it was agreed that the committee adjourn to the call of the Chair.
