The Standing Senate Committee on Aboriginal Peoples met at 9:39 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Léger, Peterson, Sibbeston and Watt (4).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament: Lisa Patterson and Frédéric Beauregard-Tellier.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 4, 2004, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, November 17, 2004, for the full text of the Order of Reference.)

WITNESSES:

Indian and Northern Affairs Canada:

Marc Brooks, Director General, Economic Development Branch, Socio-economic Policy and Programs Sector;

Leslie Whitby, Acting Director General, Natural Resources and Environment Branch, Northern Affairs Program;

Keltie Voutier, Senior Policy Advisor, Northern Oil and Gas Branch, Northern Affairs Program.

Mr. Brooks and Ms. Whitby each made a presentation and, with Mr. Voutier, answered questions.

At 11:07 a.m., it was agreed that the committee adjourn to the call of the Chair.

Members of the committee present: The Honourable Senators Buchanan. P.C., Fitzpatrick, Gustafson, Léger, Peterson, Sibbeston, and Watt (7).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament: Lisa Patterson.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 4, 2004, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, November 17, 2004, for the full text of the Order of Reference.)

WITNESSES:

Assembly of First Nations:

Chief Jason Goodstriker, Regional Chief of Alberta;

Judy Whiteduck, Director, Economic Partnership Secretariat;

Dean Polchies, Policy Analyst, Economic Partnership Secretariat.

Métis National Council:

Audrey Poitras, Vice-President;

Valerie Nicholls, Director of Intergovernmental Affairs.

Mr. Goodstriker made a presentation and, with Ms. Whiteduck and Mr. Polchies, answered questions.

At 7:15 p.m., the committee suspended.

At 7:17 p.m., the committee resumed.

Ms. Poitras made a presentation and answered questions.

It was agreed that the following material be filed as exhibit with the Clerk of the Committee.

- Métis Nation Framework Agreement between Her Majesty the Queen in Right of Canada and The Métis National Council, effective from May 31, 2005. (Exhibit 5900-1.38/A1-SS-1-10-''14'')

At 8:02 p.m., it was agreed that the committee adjourn to the call of the Chair.
