The Special Senate Committee on the Anti-terrorism Act met at 2:04 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.
Members of the committee present: The Honourable Senators Andreychuk, Day, Fairbairn, P.C., Fraser, Joyal, P.C., Stratton and Zimmer (7).
In attendance: Benjamin Dolin and Jennifer Wispinski, Analysts, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its comprehensive review of the provisions and operation of the Anti-terrorism Act (S.C. 2001, c.41). (For complete text of the Order of Reference, please see Issue No. 1 of the proceedings of the committee.)

The Chair made a statement.
Ms. Kelly, Mr. Gupta and Ms. Basnicki each made a statement and answered questions.

In attendance: Benjamin Dolin and Jennifer Wispinski, Analysts, Library of Parliament.
Also present: Adam Thompson, Committee Clerk; Barbara Kagedan, Assistant to Senator Fairbairn; Kristen Rudderham, Assistant to Senator Kinsella and Céline Éthier, Assistant to Senator Fraser.
Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its comprehensive review of the provisions and operation of the Anti-terrorism Act (S.C. 2001, c.41). Pursuant to rule 92(2)(f) the committee considered instructions for its draft report.
It was agreed that Barbara Kagedan be allowed to remain in the room during the in camera meeting.
The Chair made a statement.
It was agreed that Kristen Rudderham be allowed to remain in the room during the in camera meeting.
It was agreed that Céline Éthier be allowed to remain in the room during the in camera meeting.
The committee considered drafting instructions for its report.
At 8 p.m., the committee adjourned to the call of the Chair.
